Romania compared with other EU countries

Sellers who are already compliant at home reasonably expect part of that work to carry over. Under current EU law almost none of it does, because extended producer responsibility is implemented and enforced nationally.

Short answer

An EPR registration in another EU country does not cover Romania. Producer registration, the contract with a licensed take-back organisation, the reporting format and the fees are all national, so a seller registered in Germany, Hungary, Spain, Italy or France still has to register in Romania and file Romanian declarations. What does carry over is the underlying data: the product, material and weight information collected for the home-country return is normally enough to build the Romanian one.

Where sellers most often get caught out

  • Assuming a German LUCID registration and a domestic scheme contract extend across borders.
  • Assuming that a pan-European compliance provider has filed in Romania when its mandate covered other markets.
  • Treating Romanian sales as part of a regional total instead of reporting them separately.
  • Reporting packaging only, while the same products also trigger electrical equipment or battery duties.

What PPWR changes and what it does not

Regulation (EU) 2025/40 harmonises packaging requirements and moves the framework towards common rules and formats. It does not merge national registers or create a single EU registration, so the duty to be registered and to report in each market where you sell remains.

Does my German LUCID registration cover Romania?

No. LUCID covers Germany. Selling into Romania requires Romanian producer registration, a Romanian take-back contract and Romanian declarations.

Will PPWR create one EU-wide EPR registration?

Can I reuse the data from my home-country return?
