Authorised representative in Romania
Romanian producer responsibility rules are addressed to a party established in Romania. A seller established in any other EU country meets them by appointing an authorised representative here — a company that carries out the registration, reporting and payment duties in its own name on your behalf. We provide that service, and it is the core of what we do for foreign clients.
What we do in the role
- Register you with the Romanian authorities and keep your registration data current.
- Sign and manage the contract with a licensed producer responsibility organisation.
- Build and maintain your packaging and product data set for the Romanian market.
- Prepare and file the monthly Environmental Fund declaration and tell you the amount to pay.
- File the annual data report in the national environmental information system.
- Receive and answer correspondence from the Environmental Fund Administration, the environmental protection agency and the environmental inspectorate.
- Represent you during checks and inspections, and reconstruct past periods where needed.
What stays with you
- Paying the contribution and the producer responsibility organisation fee — these are your costs, transferred directly.
- Sending monthly shipment and packaging data on time.
- Telling us when the product range, packaging or sales channel changes.
- Product-level compliance such as labelling and product safety, which is a separate area from EPR.
Getting the mandate in place

We put in writing which obligations apply to you in Romania and which do not, before any commitment.
- 2Documents
Company extract, VAT number, signatory identification and the mandate itself. Where a legalised or apostilled version is required we say so upfront.
- 3Signature
Scanned signature to start, originals by courier where the authority or the PRO requires them.
- 4Registration
We file the registration and the PRO contract, then confirm your registration data back to you for marketplace use.
- 5Handover of the monthly routine
We agree a fixed data format and a monthly date, so nothing depends on someone remembering the deadline.
Why a Romanian consultancy rather than a pan-European portal
Aggregator platforms resell filings in a dozen countries. That works while nothing goes wrong. When a Romanian authority sends a query, asks for the records behind a quantity, or opens a check, the useful thing is a Romanian company that answers in Romanian, knows the local practice and can appear on your behalf.

Frequently asked questions
- Can one representative cover several EU countries?
- No. The role is national: an authorised representative in Romania covers Romania. We cover Romania and are straightforward about that rather than reselling other markets.
- Does the representative become liable for our contributions?
- The representative carries out the registration and reporting duties, but the contribution remains your cost and is paid from your funds. We never take a position on your liability that is not in the mandate.
- Can we appoint you for packaging only?
- Yes. Many clients start with packaging and add electrical equipment or batteries later, when those flows begin.
- How quickly can we be registered?
- Once the signed mandate and company documents are with us, the filing itself is quick; the timeline then depends on the authority and the PRO. We tell you the realistic date rather than a marketing one.
- What if we want to end the mandate?
- The mandate can be terminated with notice. We hand over the full file — registrations, filings, data set — so a successor can continue without gaps.
