Small volumes are not an exemption

There is no threshold for cross-border distance sellers in Romania. A store shipping twenty parcels a month has the same registration duty as one shipping two thousand — the contribution differs, the paperwork does not.

That is also the good news: at small volumes the amounts are modest, and getting registered early avoids a retroactive assessment later.

Frequently asked questions

We ship from a 3PL in another country. Does that matter?
Not for the Romanian obligation. What matters is that the packaged goods reach a Romanian customer.
Can we do this ourselves?
The filings need a Romanian portal account and a qualified electronic signature, and a producer without an establishment in Romania acts through a representative here. In practice, that means a Romanian partner.
What if we stop shipping to Romania?
Then the obligation ends going forward, but the periods you did ship in stay reportable. Regularising those is usually straightforward.
