Checklist before you sell or ship into Romania

Done in this order, Romanian compliance is straightforward and there are no open periods. Done after the goods are already selling, every step gets slower and the past has to be reconstructed.

Short answer

Before placing goods on the Romanian market, a seller or importer should: list the products and their packaging, establish which streams apply (packaging, electrical equipment, batteries), appoint an authorised representative if there is no Romanian entity, register as a producer for each stream, contract a licensed take-back organisation, set up monthly capture of quantities per material and category, then file the Environmental Fund declaration by the 25th of each following month and keep the supporting records.

The nine steps

Have this ready and the first month goes fast

  • How you ship to Romania: own courier packaging, marketplace fulfilment, or a Romanian distributor.
  • The first month in which goods were, or will be, sold into Romania.

If sales already started

Work the list from step 1 anyway, and add reconstruction of the periods already sold. Filing late is better than filing never, and we do both in the same onboarding.

What if my supplier does not give me packaging weights?

They can be established by weighing representative samples and documenting the method. We do this regularly for importers whose factories do not supply the data.

Can I start mid-year?

Yes. Registration starts now and past periods are reconstructed for the months already sold.
