Based anywhere in the EU, shipping to Romania

The country you are based in changes the paperwork on your side, not the obligation in Romania. Any company that places packaged goods on the Romanian market — including by shipping directly to consumers — has to be registered here, has to cover recycling targets through a licensed organisation, and has to declare quantities monthly to the Environmental Fund Administration.

The four things that have to be true

    Through a contract with a licensed Romanian producer responsibility organisation.

    You declare monthly

    Quantities per material to the Environmental Fund Administration, by the 25th of the following month, zero months included.

    You are represented locally

    A producer without an establishment in Romania acts through an authorised representative based here.

Frequently asked questions

Is there a volume threshold below which we can ignore this?
Not for cross-border distance sellers. The obligation starts with the first shipment; only the amounts scale with volume.
What happens if we do nothing?
Past periods remain open, with interest and penalties on unpaid contributions, and marketplaces or B2B partners can require proof of registration before letting you sell.
Do you work with non-EU sellers too?
The mechanics are similar, but the import route and customs position matter. Ask us with your specifics and we will tell you honestly whether we are the right fit.
