Extended producer responsibility in Romania is not one registration. It is a separate obligation per product stream, each with its own register, its own reporting cycle and its own payment. If you ship goods to Romanian customers, you are the producer for every stream your products touch — most often packaging, and quite often electrical equipment or batteries as well.
